Leeroy 06de58415a RECEIVER CONFIG PLUGIN: Made new Plugin and added Models Database. ...

This code adds new plugin "protopirate_config_plugin" and does all the
Receiver Configuration. This plugin should reduce the RAM usage even more,
and the Models DB (And its customised Variable Item List) now take up
no space in the main app.
