iphydf 2f87ac67b0 feat: Add Event Loop abstraction (Ev).
- `Ev` interface in `toxcore/ev.h` and `toxcore/ev.c`.
- System-specific event loop backends (epoll, poll, win32) in
  `toxcore/os_event.c`.
