e31c5997b7 fix: Explicitly set TLS backends 
Dependency updates mean we have to set a custom TLS backend sooner.
Also some groundwork for being able to use aws-lc in future

0344bf71d8 chore: Disable http3 by default 
Unfortunately h3 requires aws-lc since the last version of reqwest.
aws-lc currently breaks the build.
