zzz 2cdd2c5ab2 Tunnels: Increase conn limits for tunnel rejection again ...

- Reduce bw request if we have no tunnels (congestion avoidance)
- TunnelDispatcher log tweaks, remove messageHistory() calls
- Extend idle tunnel timeout to 2.5 minutes
- Remove config to disable tunnel testing
- Continue tunnel testing during graceful shutdown
