    sendFailureSize, processSuccessRate, processfailureRate, commErrorRate,
    tunnelTestResponseTimeSlow
  - Reduced number of Rates in these RateStats:
    sendSuccessSize, receiveSize, rejectRate, failRate
  - ~5KB/profile savings total
  - Deflate speed calculation once an hour instead of once a day,
    to improve fast tier selection
