* Fix publish track count on migration in.
https://github.com/livekit/livekit/pull/4707 addressed the case of
publish tracks overcounting due to synthesised track publish on migrate
in. But, it introduced an issue where published tracks count could go
negative because unpublish subtracted the counter irrespective of the
track actually migrated in or not.
Fix it by keeping track of local publish.
Also, the older code was skipping publisher track count increase if the
synthesised publish was handled first. Address it by checking if the
track is actually new (i. e. fresh local publish) when the track was
already created in the migrate in path.

- Count a publish attempt on a migrating in tarck as there is no
AddTrack for that.
- Add cancel publish only if the participant connection is canceled
- Do not add publish counter for synthetic publish attempts which
happens for migrating in tracks. It will be counted on migrating in
node when the track is actually published, i. e. negotiated/packets
flowing.

Published counter was bumped up only when not migrating in, but it was
decremented when a migrating participant leaves without expectation to
resume. That could have resulted in negative counts.
Always change counters irrespective of migration or expected to resume
on leave. Control events send based on migration/resume.
* Populate SDP cid in track info when available.
- Adding SDP cid to TrackInfo. Browsers like FF uses a different stream
id for AddTrack and actual SDP offer. So, have to look up using both
on server side. To make it easier, store both (only if different) in
TrackInfo.
- Use a codec in TrackInfo for audio also. There is some discussion
around doing simulcast codec for audio so that something like PSTN can
use G.711 without any transcoding. So, just keep it consistent between
audio and video.
- Populate SDP cid when SDP offer is received. It could populate a
pending track or an already published track if the new offer is for a
back up codec where the primary codec is already published.
- Passed around parsed offer to more places to avoid parsing multiple
times.

An attempt to normalize mime type and avoid string compares remembering
to do case insensitive search.
Not the best solution. Open to ideas. But, define our own mime types
(just in case Pion changes things and Pion also does not have red mime
type defined which should be easy to add though) and tried to use it everywhere.
But, as we get a bunch of callbacks and info from Pion, needed conversion in
more places than I anticipated. And also makes it necessary to carry
that cognitive load of what comes from Pion and needing to process it
properly.

UpdateSubscription had a shortcoming where when it couldn't find the
participant, it ignored the request.
This PR further removes the reliance of current publisher state from
subscribers.
- SubscribeToTrack only takes in a trackID
- Introduced RoomTrackManager to maintain all published tracks to a room
- Added TrackUnpublished event to clearly indicate when a track has been removed
- SubscribeRequested event no longer include information about the publisher
Added a new manager to handle all subscription needs. Implemented using reconciler pattern. The goals are:

This PR adds:
- ParticipantResumed - for when ICE restart or migration had occurred
- TrackPublishRequested - when we initiate a publication
- TrackSubscribeRequested - when we initiate a subscription
- TrackMuted - publisher muted track
- TrackUnmuted - publisher unmuted track
- TrackPublish/TrackSubcribe events will indicate when those actions have been successful, to differentiate.
In certain scenarios such as migration, we do not want a duplicate event
to be sent when the participant is reconnecting. The Prometheus metric
should still be updated though.
