How it is different from existing participant attributes?
1. Async attribute can be added one at a time.
2. These are not included in `ParticipantInfo`.
3. Get an attribute bt participant identity and async attribute ID as
and when needed.

Three fixes for stale/incorrect num_participants in webhook payloads:
1. Move participant map insertion before MarkDirty in join path so
updateProto() counts the new participant.
2. Use fresh room.ToProto() for participant_joined webhook instead of
a stale snapshot captured at session start.
3. Remove direct NumParticipants-- in leave path (inconsistent with
updateProto's IsDependent check), force immediate proto update,
and wait for completion before triggering onClose callbacks.

With forwarded participant, the same participantID can existing in two
rooms.
NOTE: This does not yet allow a participant session to report its
events/track stats into multiple rooms. That would require regitering
multiple listeners (from rooms a participant is forwarded to).

Looks like there might be some memory leak with participant sessions not

Currently, the signal requests are counted on media side and signal
responses are counted on controller side. This does not provide the
granularity to check how many response messages each media node is
sending.
Seeing some cases where track subscriptions are slow under load. This
would be good to see if the media node is doing a lot of signal response

* Send initial participant update only after a participant becomes active.
There are cases where apps send data to remote participant as soon as
client emits `ParticipantConnected`. But, that time point would not have
a fully established client (i. e. the media connection + data channel
establishment is still in progress).
This PR changes the initial participant update to be sent from server
side only when a participant becomes `ACTIVE`, i.e fully connected
(media channel established and data channels open).
It is supported for clients using protocol version > 15.
@cnderrauber bumping up the protocol version in this PR. Move support is
also conditioned on protocol version > 15, but that PR did not ump
protocol version. Please let me know if there are issues bumping
protocol version.
