* fix: do not read invalid delta

In TWCC feedback, only the small delta and large delta symbols carry a
receive delta. The send side BWE loop used a delta for every received
symbol, so the reserved symbol read a delta that does not exist. Skip
that symbol and do not read past the last delta.
