Raja SubramanianandClaude Opus 5.5 b955b79953 fix: reconcile everything when the reconcile queue overflows (#4948) ...

A subscribe that found the reconcile queue full was dropped and waited
for the 3 s ticker. Flag the overflow, and have the worker reconcile
all subscriptions after its next queued item.
