Release notes and CHANGELOG entry for v3.13.1, a patch release that
ships #2111 (node-discover replies count as coverage).
Once merged, the tag goes on the merge commit so `deploy.yml` picks up
`docs/release-notes/v3.13.1.md` as the release body.
