Kpa-clawbot d08e07e4a8 test(1851): assert scope_name round-trips through GetChannelMessages ...

Red commit: table-driven case with a transport-scoped row (scope_name=EU)
and an unscoped row (NULL). Both must expose scope_name on the returned
map for the frontend channel-message region label (#1851).
