Review follow-up. With * listed, an uncorrelated message is still answered globally when no scoped packet was heard around it; the radio's default scope does apply to sends the bot leaves unscoped; [Scheduled_Messages] needs the leading #; and the outbound log lines are quoted as they are actually printed, including that the global one is DEBUG.
Region names have to be given to the bot before it can answer inside a sender's region, because the transport code is an HMAC over each packet's payload and cannot be turned back into a name. That was only spelled out in config.ini.example and a dense paragraph in configuration.md, which is how #296 came about. The new page covers how a scope works on the air, what each flood_scopes setting does to replies, the precedence for the bot's own messages, the Radio page, and the log lines that show whether a reply went out scoped.
