agessaman aa335b7938 fix(web_viewer): add a control for allow_local_smtp ...

allow_local_smtp lives in the bot database with the other SMTP settings, not config.ini, and the Email & Notifications panel never sent it, so there was no way to turn it on short of calling the API by hand. The panel now has a checkbox for it, and the upgrade notes say where the setting lives.
