agessaman 008c50170a fix: polish radio reliability PR for merge ...

- Set requires-python to >=3.10 to match README.
- Default radio_zombie_alert_enabled to false when config omits the key; validate SMTP host for zombie alerts (same as offline path).
- Add docs/radio-reliability.md; shorten config.ini.example and link from configuration.md; clarify offline vs scheduler in README.
- Restore tests/fixtures/mqtt_packets.json and backup_database.py from dev to drop churn.
- Add web viewer tests for /api/config/zombie-alert endpoints.
