Add Makefile with targets: install, dev, test, test-no-cov, lint, fix, deb, config, clean. Uses .venv for isolation. Add pyproject.toml [project] metadata and [project.optional-dependencies] dev and test extras. Sync requirements.txt from pyproject.toml dependencies.
