A codex review of this PR found three problems. Station observation gusts come in km/h (unitCode wmoUnit:km_h-1) and were multiplied as m/s, so a 36 km/h gust showed as 80 mph (an existing bug in the default mode) and as 129 km/h or 36 m/s in the new ones; gusts and visibility now follow their unitCode. Four 'if temp' guards treated 0° as missing, which Celsius makes common; they test for a missing value instead. The forecast-text gust fallback only knew mph and did not convert; it now reads mph or km/h and converts to the configured unit.
