agessaman 4bcc152bca refactor(wx): move execute's alert-only geocoding into _send_alert_list_for ...

The "wx <place> alerts" branch (geocode coordinates, zipcode or city, reply with the error or the full alert list) moves verbatim into one async helper; execute calls it inside the same try. The helper body and the rest of execute are AST-identical to the original, and the execute dispatch characterization (which covers the alert inputs for each location type) passes unchanged.
