Add Web_Viewer.packet_stream_write_queue_max (default 1000), timed put with flush retry on Full, flush lock, and re-queue rows after failed batch insert. Document deferred PR #147 items. Reduce pytest cov verbosity to term-only. Extend BotIntegration queue tests.
