agessaman 6460bded4a refactor(wx): only shorten Tomorrow's forecast text once the period passes its guard ...

Review of the get_noaa_weather breakup: computing the abbreviated text before the temperature/forecast check evaluated len(shortForecast) for periods the old code skipped, so a null shortForecast raised inside the catch-all and replaced the whole reply with an error. The abbreviation now runs inside the guard again. A test with null Tomorrow fields passes on the code before the breakup, fails on 5ff0f84 and passes now.
