agessaman 6d780bd1f8 refactor(wx): keep format_hourly_forecast's original <= budget comparison ...

6267db74 flipped it to `> max_length: break`, which a codex review caught: a NaN max_length then admitted lines instead of none, and a None or string max_length logged the error with '>' instead of '<='. The original comparison is back.
