agessaman 793767581d refactor(gwx): move _open_meteo_current's visibility conversion and extra conditions into helpers ...

_visibility_miles converts Open-Meteo's visibility from feet or meters; _open_meteo_extra_conditions builds the dew point, visibility and pressure strings. Both bodies and the rest of _open_meteo_current are AST-identical to the original statements, called at the same points, so translate calls and log lines keep their order. The Open-Meteo characterization passes unchanged.
