agessaman a6d2065379 Enhance command execution logic in CommandManager by adding channel access checks and improved error handling for message sending. Commands that cannot execute due to channel restrictions or cooldowns are now skipped. Additionally, refine error logging to differentiate between timeout warnings and actual failures when sending messages.
