The 297-line method's loop body was two statements: gather candidates (injected lookup, tracking database, or a direct query) and decide the prefix's entry. They become `_repeater_candidates` (async, returns the candidates), `_resolve_repeater_candidates` (the selection-engine verdict) and `_resolve_from_device_contacts` (the radio-contacts fallback), each AST-identical to the block it replaces and still inside the method's try, so a failure anywhere still yields the 'found: False' entries for every prefix.
