agessaman b057ad9622 fix(web_viewer): explain a message row's missing packet in its detail instead of on the row ...

"packet not on the tape" didn't say why. On load the page replays the newest 50 messages and the newest 50 packets, and packets reach back far less, so older messages have no packet to join. The row no longer carries the fact; the expanded detail says the packet is older than the ones loaded, wasn't seen on the page (live rows), or was never recorded by the bot.
