agessaman b569eb8dd7 fix(wx): keep a 0° Tomorrow period in the default NOAA reply ...

get_noaa_weather's Tomorrow part tested period.get('temperature', '') for truthiness, so a forecast of exactly 0 was treated as missing and the part was left out. It now uses _has_temp, as _noaa_period_str already does for Today and Tonight.
