agessaman e433049606 refactor(weather_service): move _check_weather_alerts's entry parsing and sending into helpers ...

_collect_alert_entry parses one ATOM entry and appends it to the new-alert list (its early continues become returns; the append stays before the debug line, so a timestamp the log cannot format still leaves the alert queued, as before); _send_new_alerts sends them two seconds apart. Each loop keeps its own try/except in place. AST comparison shows the helpers and the rest of _check_weather_alerts identical to the original apart from continue → return.
