agessaman afea655b75 refactor(core): ship the first-run config as modules/templates/default_config.ini ...

create_default_config held a 340-line config.ini as a string literal in core.py. The text now lives in a packaged template (added to package-data, which the packaging test checks) and the method writes it the same way. The file written on first run is byte-identical to before, checked against the literal's value from the previous commit.
