agessaman f3dc49a677 refactor(wx): find the NOAA follow-up periods in _noaa_followup_periods ...

get_noaa_weather's Today/Tonight/Tomorrow lookup moves verbatim into its own method, which returns the three periods and the two night flags the rest of the method reads. The moved statements and the remaining body are AST-identical to the original.
