spacedandy-agents-simplex 4cd2b66495 ci: build the SMP server with the test backend, for SimpleX names ...

The name cases need an SMP server with a [NAMES] resolver on the runner. smp-server comes from the simplexmq source-repository-package (simplexmq:exe:smp-server, buildable without client_library) and goes into the backend zip with the CLI and the directory service. This changes the backend artifact's name, so the next run rebuilds it once.
