spacedandy-agents-simplex ba15850595 ci: report "no Claude session ran" when an earlier step stopped the job ...

When the smoke test fails, the Claude step is skipped, claude-test.sh never creates its output directory, and the usage step failed writing claude-usage.json there (runs 38781195327, 38787412095) instead of reporting that no session ran.
