Paul Chobert 207f6560ce Stabilize the M_APPSERVICE_LOGIN_UNSUPPORTED error code (#20180)

Return `M_APPSERVICE_LOGIN_UNSUPPORTED` error code instead of the
unstable `IO.ELEMENT.MSC4190.M_APPSERVICE_LOGIN_UNSUPPORTED` identifier.

> Servers MUST still allow application services to use the `/register`
endpoint with a login type of `m.login.application_service` even if they
don't support the Legacy Authentication API. In that case application
services MUST set the `"inhibit_login": true` parameter as they cannot
use it to log in as users. If the `inhibit_login` parameter is not set
to `true`, the server MUST return a 400 HTTP status code with an
`M_APPSERVICE_LOGIN_UNSUPPORTED` error code.

Synapse returns the correct 400 on both endpoints, but with the unstable
identifier.

Hugh Nimmo-Smith 97fb38eca6 Return M_USER_LIMIT_EXCEEDED error code for media upload limits from MSC4335 (#18876)
This PR uses the new `M_USER_LIMIT_EXCEEDED` common error code instead
of the malformed `M_RESOURCE_LIMIT_EXCEEDED` error code (as reported by
#18749) (spec: MSC4335).

The error code is also changed from `400` to `403` as this matches what
is in the spec for the endpoints:

(albeit the latter says that `M_FORBIDDEN` would be returned)

By default a new built-in `media_upload_limit_exceeded.html` template
will be served for the `info_uri`. Administrators can specify an
external URI in config instead.

Compatibility is retained for any existing modules making use the
`MediaUploadLimit` (e.g. via the `get_media_upload_limits_for_user`
callback).

Eric Eastwood 39316672da Be able to shutdown homeserver that hasn't setup (#19187)
For example, a homeserver can fail to `setup` if it fails to connect to

Richard van der Hoff c928347779 Implement MSC4380: Invite blocking (#19203)
MSC4380 aims to be a simplified implementation of MSC4155; the hope is
that we can get it specced and rolled out rapidly, so that we can
resolve the fact that `matrix.org` has enabled MSC4155.

The implementation leans heavily on what's already there for MSC4155.

It has its own `experimental_features` flag. If both MSC4155 and MSC4380
are enabled, and a user has both configurations set, then we prioritise
the MSC4380 one.

Eric Eastwood 5a9ca1e3d9 Introduce Clock.call_when_running(...) to include logcontext by default (#18944)
Introduce `Clock.call_when_running(...)` to wrap startup code in a
logcontext, ensuring we can identify which server generated the logs.

Background:

>  Ideally, nothing from the Synapse homeserver would be logged against the `sentinel` 
>  logcontext as we want to know which server the logs came from. In practice, this is not 
>  always the case yet especially outside of request handling. 
>   
>  Global things outside of Synapse (e.g. Twisted reactor code) should run in the 
>  `sentinel` logcontext. It's only when it calls into application code that a logcontext 
>  gets activated. This means the reactor should be started in the `sentinel` logcontext, 
>  and any time an awaitable yields control back to the reactor, it should reset the

Erik Johnston 0779587f9f Lift pausing on ratelimited requests to http layer (#18595)
When a request gets ratelimited we (optionally) wait ~500ms before
returning to mitigate clients that like to tightloop on request
failures. However, this is currently implemented by pausing request
processing when we check for ratelimits, which might be deep within
request processing, and e.g. while locks are held. Instead, let's hoist
the pause to the very top of the HTTP handler.

Hopefully, this mitigates the issue where a user sending lots of events
to a single room can see their requests time out due to the combination
of the linearizer and the pausing of the request. Instead, they should
see the requests 429 after ~500ms.

The first commit is a refactor to pass the `Clock` to `AsyncResource`,
the second commit is the behavioural change.

Erik JohnstonandEric Eastwood c270355349 SS: Reset connection if token is unrecognized (#17529)
This triggers the client to start a new sliding sync connection. If we
don't do this and the client asks for the full range of rooms, we end up
sending down all rooms and their state from scratch (which can be very
slow)

This causes things like

Eric Eastwood 1c802de626 Re-introduce the outbound federation proxy (#15913)
Allow configuring the set of workers to proxy outbound federation traffic through (`outbound_federation_restricted_to`).

This is useful when you have a worker setup with `federation_sender` instances responsible for sending outbound federation requests and want to make sure *all* outbound federation traffic goes through those instances. Before this change, the generic workers would still contact federation themselves for things like profile lookups, backfill, etc. This PR allows you to set more strict access controls/firewall for all workers and only allow the `federation_sender`'s to contact the outside world.

Sean Quah d9f694932c Fix spinloop during partial state sync when a prev event is in backoff (#15351)
Previously, we would spin in a tight loop until
`update_state_for_partial_state_event` stopped raising
`FederationPullAttemptBackoffError`s. Replace the spinloop with a wait
until the backoff period has expired.

6cddf24e36 Faster joins: don't stall when a user joins during a fast join (#14606)
Fixes #12801.
Complement tests are at
https://github.com/matrix-org/complement/pull/567.

Avoid blocking on full state when handling a subsequent join into a
partial state room.

Also always perform a remote join into partial state rooms, since we do
not know whether the joining user has been banned and want to avoid
leaking history to banned users.

Patrick Cloke d8cc86eff4 Remove redundant types from comments. (#14412)
Remove type hints from comments which have been added
as Python type hints. This helps avoid drift between comments
and reality, as well as removing redundant information.

Also adds some missing type hints which were simple to fill in.

Eric Eastwood 40bb37eb27 Stop getting missing prev_events after we already know their signature is invalid (#13816)
While https://github.com/matrix-org/synapse/pull/13635 stops us from doing the slow thing after we've already done it once, this PR stops us from doing one of the slow things in the first place.

Follow-up to https://github.com/matrix-org/synapse/pull/13815 which tracks event signature failures.

With this PR, we avoid the call to the costly `_get_state_ids_after_missing_prev_event` because the signature failure will count as an attempt before and we filter events based on the backoff before calling `_get_state_ids_after_missing_prev_event` now.

For example, this will save us 156s out of the 185s total that this `matrix.org` `/messages` request. If you want to see the full Jaeger trace of this, you can drag and drop this `trace.json` into your own Jaeger, https://gist.github.com/MadLittleMods/4b12d0d0afe88c2f65ffcc907306b761

To explain this exact scenario around `/messages` -> backfill, we call `/backfill` and first check the signatures of the 100 events. We see bad signature for `$luA4l7QHhf_jadH3mI-AyFqho0U2Q-IXXUbGSMq6h6M` and `$zuOn2Rd2vsC7SUia3Hp3r6JSkSFKcc5j3QTTqW_0jDw` (both member events). Then we process the 98 events remaining that have valid signatures but one of the events references `$luA4l7QHhf_jadH3mI-AyFqho0U2Q-IXXUbGSMq6h6M` as a `prev_event`. So we have to do the whole `_get_state_ids_after_missing_prev_event` rigmarole which pulls in those same events which fail again because the signatures are still invalid.

 - `backfill`
    - `outgoing-federation-request` `/backfill`
    - `_check_sigs_and_hash_and_fetch`
       - `_check_sigs_and_hash_and_fetch_one` for each event received over backfill
