It seems a lot of time in our trial tests goes towards setting up the
database. (The same is probably true of Complement too)
We haven't done a full schema for about 20 schema versions, so no
surprise!
As a result, I want to produce a full schema soon.
In this PR I dust off `make_full_schema.sh` (which seems to have broken
after some SQLite changes)
and add a CI workflow that runs it (producing a diff) when someone
changes the schema.
The CI workflow also adds a sticky comment showing the diff on the
schema, so you can better appreciate the final effect of a change.

**Dead changes:**
I wanted to make it possible to generate a versioned full schema without
the manual work,
but you can't run the background updates without essentially starting up
a homeserver,
at which point it might fail because you haven't run all the deltas yet.
There's no actual good way to do this, short of deleting the latest
deltas (+ tweaking code to not crash without them)
or rolling back in the git history.
Backed out those changes, but they're preserved on the PR if interesting.

The registration of `QuarantinedMediaStream` in
`ReplicationCommandHandler._streams_to_replicate` was missed when the
stream was added, so an instance configured as the
quarantined_media_changes stream writer never sent RDATA/POSITION for it
unless it was the main process.
Also add the stream to the `instance_map` config validation.

I also see `poetry run maturin develop` suggested but I'd prefer not to
need to install `maturin` as yet another system tool to manage myself.

This caused 2+ people trouble now, so worth batting away with a
low-effort change if we can.
Only seen on macOS so far, but nothing stops SQLite being configured in
defensive mode by default on other platforms, so it is not necessarily
entirely specific to macOS.
We *could* also do this for Python < 3.12 but it'd be more effort and I
don't know if it's worth it.
(For context @kegsay says the interpreter with this problem was
installed through `pyenv install`.)

This moves the dev dependencies to PEP 735 dependency groups, to help us
move to standard project metadata, which will help us moving to `uv`
(#19566)

This PR fixes#18154 to avoid de-deltaing state groups which resulted in
DB size temporarily increasing until the DB was `VACUUM`'ed. As a
result, less state groups will get deleted now.
It also attempts to improve performance by not duplicating work when
processing state groups it has already processed in previous iterations.

* Fix bug where a new writer advances their token too quickly
When starting a new writer (for e.g. persisting events), the
`MultiWriterIdGenerator` doesn't have a minimum token for it as there
are no rows matching that new writer in the DB.
This results in the the first stream ID it acquired being announced as
persisted *before* it actually finishes persisting, if another writer
gets and persists a subsequent stream ID. This is due to the logic of
setting the minimum persisted position to the minimum known position of
across all writers, and the new writer starts off not being considered.
* Fix sending out POSITIONs when our token advances without update

* For replication HTTP requests, only wait for minimal position
Unix socket support for `federation` and `client` Listeners has existed now for a little while(since [1.81.0](https://github.com/matrix-org/synapse/pull/15353)), but there was one last hold out before it could be complete: HTTP Replication communication. This should finish it up. The Listeners would have always worked, but would have had no way to be talked to/at.

- Reiterate the importance of getting Rust installed and set up before attempting to install the Python dependencies.
- Mention the importance of confirming that `poetry install` completed successfully and include a typical error that the user might see if it did not.
- Expand on "Now edit homeserver.yaml" to give examples of things likely to need changing and to link to the relevant sections of the Synapse server documentation.
