Remove redundant "coding: utf-8" lines ( #9786 )

Part of #9744
Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

Don't apply cache factor to event cache. ( #7578 )
...
This is already correctly done when we instansiate the cache, but wasn't
when it got reloaded (which always happens at least once on startup).
