`use_rust_driver` and `pool_checkout_timeout` were read from the config
but documented nowhere. Add them to the config schema (and so the
generated documentation), and a `rust_worker_threads` server option in
place of the hard-coded four threads of the Rust runtime, which now also
carries every database connection on the native driver.

docs/postgres.md gains a section on the native driver: enabling it,
which connection arguments it accepts, TLS, and how it differs from
psycopg2.
