Will Hunt 91020a9518 Short-circuit push rule evaluation when only one user is in a room (#20315 )

senders push rules.

This helps speed up a lot of test runs in Element Web which
runs a lot of tests in one-person rooms (and creates a heck of a lot of rooms)
