Erik JohnstonandClaude Opus 5.5 32448196cc Drop the rust_sync gate on an unshared event cache
`rust_sync: on` was refused unless `rust_sync_allow_unshared_event_cache`
was set, because the Rust sync handler held a second copy of every event
it served. Python and Rust now share one event cache, so the gate and its
option go.

Hold each event once: Python's event cache is now the Rust event cache that the Rust sync handler and state resolution read, and Rust caches are evicted under `cache_autotuning` memory pressure. The `*getEvent*` cache no longer reports a memory gauge when `caches.track_memory_usage` is on. `experimental_features.rust_sync: on` no longer needs `rust_sync_allow_unshared_event_cache`.
