`store_state_group_chain` inserted the new groups, their edges and their
state one statement at a time, then committed: five round trips for a
new room, with the ID allocation. The inserts, and the bump of the prev
group's pending deletion, are now queued, so a new room's chain takes
two: the IDs, then the rows with the COMMIT.
