`RestServlet.register` read `PATTERNS` via `getattr`, so it was typed as
`Any` and mypy never checked subclasses' patterns against what
`HttpServer.register_paths` expects.

This declares the attribute so that classes extending `RestServlet`
provide the right type for the `PATTERNS` attribute.
