Everything state resolution reads from the database, in Rust, inside one
REPEATABLE READ READ ONLY transaction on a connection from the native
driver's pool:

- An event loader that builds Events from event_json rows the way
  EventsWorkerStore does, including its room version fallbacks.
- A port of the chain cover auth chain difference, with the v2.1
  conflicted subgraph and the fixup for unindexed events. Rooms without
  a chain cover index are reported as NoChainCoverIndex, as the Rust
  side has no fallback.
- An in-memory store for the algorithm's unit tests.

Test-only pyfunctions expose the loader and the auth chain difference
so trial can compare them with the Python store.
