Paul Chobert aa994e6b37 Test reading server announcement history as a removed sender ...

Run the history tests for a former announcement sender who was removed
from the room before the announcement was sent. /messages and
/rooms/{roomId}/initialSync fail for them: their leave membership limits
what they can read to the room as it was when they left.
