A worker sending a new room's events to an event persister got the
persister's RoomIdCollisionError back as a plain 500. So createRoom did
not retry under a fresh ID, and did not move an alias it had created
off the room that owned the ID. The error now has the M_ROOM_IN_USE
errcode, and the sender raises RoomIdCollisionError again when it sees
it, as it does PartialStateConflictError for a 409.
