Erik Johnston d13ae71697 Use libpq's default host when the DSN omits one ...

tokio_postgres has a different default host than libpq, which is what
Synapse used via psycopg2 (and what psql uses). libpq's default host is
configurable at build time, so when the DSN omits a host ask libpq what
its default would be, through the `crate::libpq` wrapper that loads the
system libpq at runtime, and use that.
