Four reads on `SyncReader` for the per-room step of a later phase, each
checked against the Python store method in `tests/storage/test_sync_store.py`:

- `state_deltas_by_stream_id`: `get_current_state_deltas_for_room`, bounded
  on the delta rows' own `stream_id`. Sliding sync reads this variant, not
  the by-event-position one the v2 port uses.
- `last_event_of_types_before`: `get_last_event_pos_in_room_before_stream_ordering`
  with `event_types`, for the bump stamp. `last_event_before` calls it with
  no types.
- `member_counts`: `get_member_counts`.
- `latest_bump_stamp`: `get_latest_bump_stamp_for_room`.

None is cached yet. The plan mirrors `get_member_counts` by name in phase 2.
