`TransactionSender` builds `/send` transactions and sends them through
the Rust federation client, with the options `send_transaction` uses.
It reads the response and returns the ids of the PDUs the remote
accepted. `Event::to_pdu_value` builds the PDU JSON from the Rust event
without the GIL.

`RustTransactionManager` is the Python facade. It takes the events and
EDU dicts, and returns a Deferred. A response body that serde_json
refuses goes to Python's decoder, as `JsonParser` would.
