At the new `transactions` level, `TransactionManager` hands each transaction to the Rust sender. Python keeps the tracing span, the module callback and the `last_sent_pdu_time` gauge. In tests, every transaction body Rust builds is checked against the one Python builds (`SYNAPSE_TEST_RUST_FED_STRICT`). The federation sender and catch-up test cases also run at the new level, with Rust building the transactions that their mocked `send_transaction` receives.
