Erik Johnston 34eea0a5f4 tests: migrate event construction in tests to make_test_event ...

Switch test sites that build EventBase/PDU instances over to
make_test_event / make_test_pdu_event so they pick up the defaults
the strict (Rust-bound) constructor will require.
