Erik JohnstonandClaude Opus 5.5 3ec052511e Use the events stream cache in max_event_pos and test null-event deltas ...

`max_event_pos` now takes `get_max_pos_of_last_change` for the rooms the
events stream cache knows, as `_bulk_get_max_event_pos` does. The port
keeps Python's quirk: the cache answers only when it knows every missing
room, because Python's batch loop goes over all of them.

The membership change tests now add delta rows without an event, as the
server leaving a room or a state reset write them. The branches that
handle those rows were not reached before.
