`EventInternalMetadataData::from_python_pair` and `from_json_pair` carried
the same table of known keys and their types. `from_python_pair` now
depythonizes the value and goes through `from_json_pair`, which reports an
unknown key and a wrong type separately. `from_json_str` then behaves as
`new` does: it skips unknown keys silently and warns only on a wrong type,
rather than warning on every key an old row carries that Synapse no longer
reads.
