Rust could read state groups but not write them. A new
`store_state_group_chain` on the `RustStore` writes the chain
`store_state_deltas_for_batched` stores: an optional full group for the
state before the first event, then one delta group per state event. It
runs in one native transaction, allocating from `state_group_id_seq` as
Python does. A `prev_group` is locked against deletion and its pending
deletion pushed back, and a missing one fails with Python's message.
When the state groups share the main database and that uses the native
driver, `store_state_deltas_for_batched` calls it instead of running a
Python transaction. The context bookkeeping and the cache prefill are
shared by both paths. Room creation, and anything else sending a batch,
saves one Python transaction.
A twin test stores the same batches through both writers and compares
the rows and the groups the contexts get.
