- dashboard.spec.ts: close the mobile menu before clicking Precision (the
  open menu panel covers the RF-coverage card) and open it before the
  Diagnose mode clicks (modes moved into the mobile menu) — spec/UI drift
  from the tree's mobile rework, surfaced by CI.
- site-shell.css: style the cookie-banner inline link (was the unstyled
  default #0000ee blue at 1.95:1 on the dark panel; axe a11y gate).
  Verified locally: rebuilt public-website bundle, 0 serious/critical
  violations.
